Mr. Gilot stated this project will be a collaboration effort
between the University of Notre Dame, Indiana University, Ivy Tech, and Riley and Washington
High School interns. He informed Board members that as a part of the group through his work
with the University of Notre Dame, he had a conflict of interest and he would recuse himself from
the vote. Mr. Jon Schommer, 1736 Belmont Ave.; Mr. Daqwan Dockeri, 1509 Carroll St.; and Mr.
Jeremiah Solt, 2120 S. Carlisle St., all of South Bend, Indiana made a presentation to the Board
regarding the proposed Rain Garden Project. Mr. Schommer stated he is a graduate from the
Esteem Program at Notre Dame University and is leading the internship installation of the rain
garden near Bowman Creek. Mr. Solt noted the garden will be installed for public education of
what a rain garden looks like, and this location is ideal due to its proximity to Bowman Creek and
its high visibility. Mr. Relos asked if this is the first of its kind. Mr. Schommer stated it is the first
one his group is doing. Mr. Solt noted it is good for the public to see what a rain garden is, they
have no idea and have inaccurate perceptions of weeds and high maintenance. Mr. Gilot asked
what the total cost of the project is, including the plants. Mr. Solt stated it is in the $300.00 to
$500.00 range. Mr. Gilot noted the proposed location is a triangular lot that appears to not be a
buildable lot. Therefore, upon a motion by Ms. Maradik, seconded by Mr. Pawlowski and carried,
the Use of City Owned Property was approved. Mr. Gilot abstained from the vote.
APPROVE CLAIMS
Mr. Relos stated that a request to pay claims has been received by the Board; each claim is fully
supported by an invoice; the person receiving the goods or services has approved the claims; and
the claims have been filed with the City Fiscal Officer and certified for accuracy.
