UTILITIES JULY 13, 2015 5:05 P.M. <br />Committee Members Present: Dr. David Varner, Gavin Ferlic, Dr. Fred Ferlic, Derek Dieter <br />Citizen Members Present: Kathleen Petitjean (AB) <br />Other Council Present: Tim Scott, Henry Davis (XAB), Valerie Schey, Oliver Davis (AB), <br />Karen White <br />Others Present: John Murphy, Brian Pawlowski <br />Agenda: Bill No. 26 -15 Amend Code to Adjust fees for Solid Waste <br />Collection <br />Bill No. 15 -64 Recommend Board of Public Works Update Its <br />Sewer Insurance Program Policy & Report to <br />Common Council <br />Two bills were scheduled for review by the Utilities committee chaired by Dr. David Varner. With full <br />Committee present Dr. Varner addressed the first item, bill 26 -15. He read a letter from Aladean <br />DeRose dated July 7th requesting the review of the bill postponed until the Council meeting on July 27th <br />On motions by Dr. Varner and Gavin Ferlic supported by all, bill 26 -15 was continued until July 27. <br />The next item, bill 15 -64, initiated by the Council called for a change of City policies by the Board of <br />Public Works (BPW). More specifically the resolution asked the BPW to adopt a policy to remove a <br />company previously authorized to do business with the City, while the Company is under investigation. <br />The impetus comes from the revelation that a company accused of double billing (both the customer <br />and the City) was still eligible to bid on City business. Currently the BPW has no policies to address this <br />type of situation. <br />Much discussion focusing on the need to protect taxpayers' interests and the need for transparency <br />followed. <br />Ultimately Dr. Varner moved the bill get a favorable recommendation. Gavin Ferlic seconded the <br />motion. Unanimous support followed. <br />Dr. Varner adjourned the meeting at 5:23 p.m. <br />espectfully Submitted, <br />Dr. David Varner, Chairperson <br />Utilities Committee <br />
