RESOLUTION NO. /"/- 9 / <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, URGING THE INDIANA GENERAL ASSEMBLY TO PASS A LAW TO <br />PROHIBIT THE DRINKING OF ALCOHOL WHILE DRIVING. <br />WHEREAS, more than forty (40) of the fifty (50) States have State legislation which <br />prohibits the drinking of alcohol while driving a motor vehicle; and <br />WHEREAS, House Bill 1089 was voted down by an eight to four margin on January 17, <br />1991, by the Public Policy, Ethics and Veterans Affairs Committee at the Indiana House; and <br />WHEREAS, the Bill had the support of the Governor's Task Force to Reduce Drunk <br />Driving, the Indiana State Police, the insurance industry, and thousands of Hoosiers <br />throughout the State of Indiana; and <br />WHEREAS, the Common Council of the City of South Bend, Indiana, believes that a <br />law of this type would be an instrumental tool in assisting law enforcement officers against <br />drunk driving; and <br />WHEREAS, the City of South Bend believes that our elected officials in both the <br />House and Senate, which represent this area, should take aggressive action in seeing that a <br />law that is so strongly needed is passed. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, as follows: <br />SECTION I. On behalf of the citizens of the City of South Bend, Indiana, the Common <br />Council urges the Indiana General Assembly to pass a strict State law which prohibits the <br />drinking of alcoholic beverages while driving a motor vehicle. <br />SECTION II. The Common Council urges that all other private and civic organizations and <br />concerned citizens write to their State Representatives and Senators, urging them to pass this <br />important State law. <br />SECTION III. The Common Council requests that a copy of this Resolution be sent to each of <br />the State Representatives and Senators representing the City of South Bend, and also to each of <br />the Members of the Public Policy, Ethics and Veterans Affairs Committee of the Indiana House. <br />This Resolution shall be in full for <br />Common Council and approval by the Mayor. <br />ce and effect from and after its adoption by the <br />Fourth ric� <br />*tlol <br />Sean Coleman, At -Large <br />4-e- i e & � e 4- <br />Irene K.
