RESOLUTION NO. 1 ? 3 60- <br />A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA <br />APPROVING AMENDMENTS TO THE CHARTER OF <br />THE EMPLOYMENT & TRAINING SERVICES OF ST. JOSEPH COUNTY <br />WHEREAS, the Employment & Training Services of St. Joseph <br />County, formerly the St. Joseph County Job Training Program, was <br />created in October of 1989 pursuant to Section 36 -1 -7 et. seq. of <br />the Indiana Code; i.e. Interlocal Cooperation Act, to provide <br />employment and training services in accord with the provisions of <br />the Job Training Partnership Act of 1982, as amended, the <br />Wagner - Peyser Act, as amended, and other applicable federal, <br />state, and local laws to eligible residents within the <br />geographical boundaries of St. Joseph County, including the <br />cities of South Bend and Mishawaka; and <br />WHEREAS, the Private Industry Council for St. Joseph County <br />and the Private Industry Council for the Northern Indiana Job <br />Alliance have unanimously agreed that a merger of the two service <br />delivery areas will promote enhanced and expanded employment and <br />training services to the residents of Elkhart, Kosciusko, <br />Marshall and St. Joseph Counties; and <br />WHEREAS, the Board of Commissioners for Elkhart County, <br />Kosciusko County, Marshall County and St. Joseph County have <br />agreed to join together as a single employment and training <br />service delivery area and have petitioned the Governor of Indiana <br />to redesignate the Northern Indiana Job Alliance, minus LaGrange <br />County, and St. Joseph County as one service delivery area; and <br />WHEREAS, the four counties involved in the merger form a <br />common labor market area and conform to other state services <br />districts (i.e. Indiana Rehabilitation Services, Department of <br />Public Welfare, Indiana Vocational Technical <br />College - Northcentral, Economic Planning Region Two, etc.); and <br />WHEREAS, the Governor has approved this petition, and has <br />directed the creation of a new Private Industry Council and the <br />designation of a new grant recepient and administrative entity <br />for JTPA and Wagner Peyser funds allocable to the new service <br />delivery area, and has indicated his desire that said entities be <br />in place and operation by July, 1991; and <br />WHEREAS, the Employment & Training Services of St. Joseph <br />County is the grant recipient and administrative entity for the <br />St. Joseph County service delivery area, and it has been <br />recommended by both Private Industry Councils that the Employment <br />& Training Services of St. Joseph County become the grant <br />recipient and administrative entity for the four county area; and <br />WHEREAS, it has been determined by the Board of the <br />Employment & Training Services of St. Joseph County that the <br />above can best be accomplished by amending the Charter of the <br />Employment & Training Services of St. Joseph County to change its <br />name to the Workforce Development Services of Northern Indiana <br />and to expand its responsibilities and functions to allow it to <br />serve as grant recipient of Job Training Partnership Act, <br />Wagner - Peyser, and other funds and to administer the same and to <br />provide other services as deemed appropriate by the Board of the <br />Employment & Training Services of St. Joseph County and to allow <br />other general local units of government to join this Employment & <br />Training Services upon the approval of their respective Common <br />Council or County Council; and <br />WHEREAS, equivalent resolutions will be approved by the <br />Common Council of the Citv of Mishawaka and the County Council of <br />St. Joseph County; <br />
