RESOLUTION NO. /87:5"/-9/ <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />CONGRATULATING THE SOUTH BEND HOUSING AUTHORITY ON ITS 50TH ANNIVERSARY <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that on March <br />5, 1941, the Common Council created the South Bend Housing Authority pursuant to the U.S. Housing <br />Acts of 1937 and the Acts of the Indiana General Assembly of 1937; and <br />WHEREAS, for the past 50 years, the South Bend Housing Authority has assisted low- income <br />residents to obtain housing that is decent, safe, and sanitary; and <br />WHEREAS, the South Bend Housing Authority has complied with Federal law in providing <br />public housing to residents for payment of no more than 30% of his or her adjusted gross income for <br />housing; and <br />WHEREAS, a total of 557 housing units consisting of a variety of different housing programs for <br />low- income families and senior citizens, are currently being operated within the city; and <br />WHEREAS, the Housing Authority also operates 1,177 other units under the Section 8 Housing <br />Certificate Program, with 36 of these units connected to the City's Rental Rehabilitation Program, and <br />25 in "Project Self- Sufficiency" which is specifically designed to remove residents from the cycle of <br />poverty and independence; and <br />WHEREAS, the South Bend Housing Authority, under the leadership of such individuals as <br />the late Jessie L. Dickinson, as Executive Director, and Rabbi Albert Shulman, as Commission <br />Chairman, and others, who were very instrumental in providing the leadership necessary to address <br />the challenges of providing safe and affordable housing. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, as follows: <br />SECTION I. On behalf of all of the residents of the City of South Bend, Indiana, the <br />Common Council hereby publicly congratulates the South Bend Housing Authority as it celebrates its <br />50th anniversary. <br />SECTION II. The Common Council further publicly commends and congratulates all of the <br />individuals who have given their time, talents, and leadership over the past 50 years to make the <br />South Bend Housing Authority, what it is today. <br />SECTION III.
