PERSONNEL & FINANCE JUNE 22.2015 4:10 P.M. <br />Committee Members Present: Karen White, Valerie Schey, Derek Dieter, Dr. Fred Ferlic <br />Citizen Members Present: Valerie Mora -Kraus <br />Other Council Present: Tim Scott, Henry Davis (XAB), Dr. David Varner, <br />Oliver Davis (AB), Gavin Ferlic <br />Others Present: John Murphy <br />Agenda: Bill No. 30 -15 Appropriate Departmental Funds for 2015 <br />Bill No. 31 -15 Appropriate Environmental Funds for 2015 <br />Bill No. 32 -15 Budget Transfers for Various Departments 2015 <br />The Personal and Finance Committee had three bills on the agenda. Karen White, Chair of the Personal <br />and Finance Committee began the hearing with full attendance including citizen member Valerie Mora - <br />Kraus. <br />John Murphy, City Controller, made the presentation. He explained that all three bills, 30 -15, 31 -15, and <br />32 -15 were all mid - stream corrections to the budget passed in October of 2014. John went on to say he <br />was happy to comply with these quarterly adjustments in the interest of transparency and to abide by <br />Council requirements. <br />Bill 30 -15 appropriated $516,891 from three funds, the LR & S #251 Prof. Sports Dev. Fund #377 and the <br />CEDIT Fund #408. The Council was only comfortable forwarding the bill with no recommendation upon <br />motions by Valerie Schey and Dr. Fred Ferlic which were supported by all. They felt questions remained <br />about the Public Safety CEDIT despite assurances the fund was secure. <br />Bill 31 -15 also requested adjustments that would accurately reflect the necessary fund levels at the end <br />of the 2 "d quarter. The appropriations totaled $312,000. The Water Works Bond Reserve Fund #626 <br />appropriated $14,500 while the Century Center Fund #671 appropriated $297,500. <br />This bill received a favorable recommendation after a motion by Dr. Ferlic, seconded by Valerie Schey <br />and affirmed by all. <br />The last bill considered was bill 32 -15. This as explained by John Murphy was a transfer of dollars within <br />a fund category and did not require an appropriating ordinance as did the previous bills. <br />After a few Council questions Valerie Schey moved to send the bill favorably. Dr. Ferlic offered a second <br />and all affirmed. <br />Karen White adjourned at 4:34 p.m. <br />
