White, Brian Pawlowski, Sam Centellas, Media, Kathy Cekanski - Farrand, Council Attorney, Janice Talboom, Deputy Clerk and one other member of the public, Eric Horvath, Director of Public Works Discussion on parking problems on Taylor St. across from Four Winds Baseball Field The Public Works & Property Vacation meeting was called to order by Chairperson Valerie Schey. Councilmember Henry Davis Jr. thanked Eric Horvath for coming. He said the parking during games at Four Winds Field is not good. He mentioned he had spoken to the Housing Authority on this matter. They own several properties around the stadium. Eric Horvath, Director of Public Works pointed there are a couple of private lots on Monroe for parking for residents. He said the City does have a program that could make Taylor a residential parking only street. An application needs to be filed and the Board of Public Works could start a parking study. Also they could put restrictive parking signs saying no parking on game days. To start a study they would need two- thirds of the people who lived on the block to sign a petition. Councilperson Karen L. White asked if the Housing Authority as owners could do the petition. Council Attorney Kathy Cekanski - Farrand said yes they could. Councilman Dr. David Varner mentioned that lots of people park around all the side streets near the ballpark as a whole. Maybe the City needs to look at parking studies for the whole downtown area including Four Winds Stadium. Councilperson Valerie Schey asked for 5 minutes of the next committee since it will be continued. She mentioned Eddy Commons has 11:OOpm — 6:OOam parking signs. Councilman Tim Scott talked of wanted to give out guest passes and limit two for event times such as the baseball games.
