AGENDA REVIEW SESSION APRIL 15, 2015 33 <br />The Board of Public Safety met in the Public Agenda Session at 8:10 a.m. on Wednesday, April 15, <br />2015 in the 13fh Floor Boardroom, County-City Building, 227 West Jefferson Blvd., South Bend, <br />Indiana, with Board President John Collins and Board Members Eddie Miller, and Luther Taylor <br />present. Board Member Daniel Jones was absent. Also present was Police Chief Ronald Teachman, <br />Assistant Fire Chief James Lopez, and Board Legal Counsel Tasha Outlaw. <br />Board members discussed the following agenda items: <br />Set Hearing of Disciplinary Charges No. 2015 -01 —Michael Brown <br />Attorney Stephanie Steele stated the proposed date for the above hearing is May 26, 2015. <br />- Permanent Promotions from Special Assignment <br />Assistant Chief James Lopez stated both candidates, Brian Koloszar and Jay Riba have completed <br />their one (1) year probationary period and exceeded every expectation. He noted they were evaluated <br />every three (3) months. <br />- Approve Promotion Ranking List for Captaincy <br />Assistant Chief Lopez stated these candidates have gone through extensive testing, both physical and <br />mental. He noted everybody that passes the cut goes on to the promotion list and is ranked. He noted <br />this is the final ranking list and it is good for two (2) years or until everyone is promoted, at which <br />time the process starts over <br />- Set Hearing of Disciplinary Charges No. 2015 -02 — Theodore Robert <br />Attorney Stephanie Steele stated she has received potential dates from the City's attorney, but not <br />from Mr. Robert's attorney yet. <br />- Approve Duty manual General Order Policy <br />Police Chief Ronald Teachman stated he submitted a draft of the Irecord policy to the Board <br />previously for their review. He noted he has not heard back any changes, and is therefore asking for <br />the Board to approve the policy in final form. Chief Teachman stated this system will replace the <br />current antiquated system. Ile explained the current system has had numerous failures, and the <br />Irecord system is the flick of a switch on the wall and doesn't require any dvd's or ed's. <br />Employee of the Month <br />Chief Teachman stated Sgt. Joe Leszezynski and Pfc. Michael Tutino were selected for their work on <br />a murder in February. He noted the officers tracked footprints in the snow and came across a trash <br />truck. The driver indicated he had seen someone in the area and saw them dispose of something in <br />the trash he collected. The officers tracked the suspect to a vacant house, made contact with the <br />assailant and convinced him to surrender. They then were able to track the murder weapon in the <br />trash. <br />- Officers of Year — Kelly Waite and Greg Howard. <br />Chief Teachman stated that every month Greg Howard's name comes up as a candidate for <br />Employee of the Month. Officer Kelly Waite stepped up and became the lead of the burglary division <br />and took the lead on "leads on line" used for tracking stolen items. <br />- Monthly Statistical Analysis <br />Chief Teachman noted the alarming 20% increase in Part 1 Crimes and stilted it is due in large part to <br />the increase in larceny, which is bigger than all categories. He noted the decrease in rape, but an <br />increase in all other categories. Chi efTeachman stated persons shot is showing a 3 8 -3 9% reduction <br />since the last call -in (third), but the FBI doesn't require them to track those statistics. <br />- Grievance Appeals - Eric Downey and David Beaty <br />Attorney Tasha Outlaw noted a correction to the section of the working agreement referenced on the <br />agenda. She stated for Officer Downey's 2014 Grievance, the reference should be Article 7, Section <br />1, Step 4 of the 201.3 -2014 Working Agreement. For Officer Beaty, the reference should be to Article <br />7, Section 1, Step 4 of the 2013 -2014 Working Agreement. <br />ADJOURNMENT <br />There being no further business to come before the Board the meeting adjourned at 8:25 a.m. <br />BOARD OF BLIC SAFETY <br />John C ins, President <br />Eddie Miller, Member <br />
