and it shall be unlawful to loan or transfer such a plumbing license or to allow any one to work under a plumbing license held by another. Section ls; Certification of name, The Hoard of Examiners', shall upon any applicant having passed an examination given by said board certify to the Board of Health the name of the applicant and state therein that said applicant is entitled to a license as either a journeyman or luster Plumber, whereupon the Hoard of Health shall direct the 61ty Comptroller to issue the applicant a license upon receipt of the fee as herin specified. Section 19; Necessity of permit*- It shall be unlawful to perform or_do any plumbing or drainage within the City of South Bend until application for a permit to do said work has been filed with the plumb. ing inspector and a permit has been issued therefor, except* however, that the following work must be done under the supervision of a licensed master plumber in which case a pormit need not be obtained; any repairs not effecting sanitation such as mending leaks in soil, waste or vent Pipes; faucets, valves or water pipes, mending or replacing broken fix- tures* closet bowls, tanks, kitchen boilers, or removing stoppage or releasing frozen pipes, and it shall be unlawful for any person to do, cause, suffer or permit to be done any work ether than that herein specified without permit. section 20: Pee for permit, d fee shall be charged for each per- mit issued, This foe shall be a minimum of one (01.50) dollar and fifty cents and shall be paid into the office of the plumbing inspectcry This minimum fee shall cover four (4) trap or vented fixtures, in excess of four (4) the Plumbing inspector shall make a charge of fifty (Bog) cents for eaoh additional fixture. In determining the amount to be paid the following shall count as one fixtures water closet, bath tub, wash basin, sink, urinal, set of laundry traps, slop sink, refrigerator, water softener, soda fountain, drinking fountain, Shower bath, bar fixture, dental cuspidor, gas water heater, floor drain and any trap except area drain; also any opening into a soil or waste pipe roughed In for the future installation of any of the aforegoing named fixtures shall be counted as a Fixture.
