not equipped with a grandstand for the seating and protection of <br />all persons viewing such races or a suitable retaining wall erected <br />not less than 20 feet from said spectators and in front thereof and <br />that said retaining wall shall be constructed of concrete of not <br />less than 2 feet in width, at the bottom, and not less than 2 feet, <br />at the top, and that the same shall be constructed not less than 3 <br />feet high from the ground surface. <br />SECTION VI - That any person, persons, firm or corporation participat- <br />ing in or aiding in or promoting any such race or contest without <br />first complying with the provisions of this Ordinance shall upon the <br />violation thereof, be fined in any sum not less that $100.00 and not <br />more than $500.00 to which may be added imprisonment in the County <br />Jail for a period of not more than 30 days.
