South St. <br />In that both Chairman Oliver Davis, and Vice -Chair Henry Davis were absent, committee member Valerie <br />Schey called the hearing to order. She noted that for lack of a quorum the discussion of agenda items <br />would proceed; but no recommendations could be made. <br />Two items were on the agenda. The first bill 09 -15 was a petition to rezone a residential property at <br />1221 Miami Street from MF1 Urban Corridor Multifamily to S172 Single and Multifamily. <br />Angela Smith from the APC (Area Plan Commission) staff explained the request noting the APC had given <br />the petition a favorable recommendation. The petitioner Mohammad Rasul was present to answer any <br />questions. <br />After the Council and public comment portions during which there were no questions Valerie Schey <br />noted the bill would be forwarded without recommendation. <br />The second bill, 16 -15, was a petition to rezone parcels adjacent to Four Winds Field to ready these <br />consolidated properties for commercial development. The bill was initiated by the City Community <br />Investment Department (CID). Chris Fielding from the CID made the presentation. He explained the city <br />had assembled the properties from different owners. Consistent zoning was needed to market the <br />parcel. <br />Dr. Ferlic asked if there was a project "in the works." Chris said there was not. <br />Again due to lack of a quorum, Valerie said the bill would proceed without recommendation. <br />The final item on the agenda was a presentation by Larry Magliozzi, Director of the APC, suggesting text <br />and format changes to the PUD ordinance. The changes Larry presented are attached. <br />Gavin Ferlic commented that the changes were needed to offer flexibility to potential developers. Larry <br />agreed. <br />
