SECTION I. INTRODUCTION A. General This Fiscal Plan represents the City of South Bend's (hereinafter, "City ") policy for the annexation of property in Centre Township, St. Joseph County (hereinafter, "Annexation Area "), and was developed through the cooperative efforts of the Area Plan Commission of St. Joseph County and the following City Departments: Legal Depa Department South Bend South Bend Department Department Department rtment Of Public Works Fire Department Police Department of Code Enforcement of Economic Development of Administration and Finance B. Effective Date The anticipated date for the annexation to be effective is April 16, 1993, after proper publication, notice and recordation as required by state law. An Annexation Schedule, titled as such and designated as Table 1, can be found in the Appendix. C. Previous Annexations In 1961, Ordinance 4401 -61 annexed approximately 37 acres of territory on the west boundary of the Annexation Area; Ordinance 5009 -68 (1968) annexed approximately 74 acres on the north boundary of the Annexation Area; Ordinance 7979 -89 (1989) annexed approximately 1 acre on the east boundary of the Annexation Area, and; Ordinance 7993 -89 (1989) annexed approximately 4 acres on the south boundary of the Annexation Area. These four annexation ordinances effectively caused the Annexation Area to be an unincorporated island within the City limits. D. Ownership Tax records maintained by the St. Joseph County Auditor's office indicate the owner of the property within the Annexation Area as Jack Hickey Associates, Inc.. Property address is listed as 5737 S. Ironwood, South Bend, In., 46614.
