RESOLUTION NO. o2J J.? <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, SUPPORTING THE CONCEPT OF A FULLY CONTROLLED <br />ACCESS HIGHWAY FROM SOUTH BEND TO INDIANAPOLIS. <br />Whereas, U.S. 31 between the City of Indianapolis and the <br />City of South Bend is currently the main thoroughfare <br />between these communities; and <br />Whereas, over the past several years construction, <br />especially in the Kokomo area, the Carmel area, and just <br />north of the City of Indianapolis city limits, has caused <br />major delays when traveling this route; and <br />Whereas, the City of South Bend believes that a fully <br />controlled access highway between the cities of Indianapolis <br />and South Bend would enhance the transportation systems <br />between these two communities and have a positive impact for <br />the commercial drivers, the business persons, as well as the <br />traveling motorists; and <br />Whereas, the City of South Bend fully endorses the efforts <br />of MACOG in spearheading the plans for a fully controlled <br />access highway and believes that there are ample public <br />safety and economic reasons firmly supporting this position. <br />Now, Therefore, be it ordained by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />Section I. The Common Council of the City of South <br />Bend supports and endorses a fully controlled access highway <br />between the cities of Indianapolis and South Bend. <br />Section II.
