F. Buildings and Land Use <br />A visual survey of the Annexation Area was conducted. An operating City water reservoir <br />is located just south of the U.S. 20 Bypass in the southwestern corner of the Annexation <br />Area. Also included in the Annexation Area is an access road that once lead to the water <br />tank from Ireland Road but has since been terminated at its south end by the <br />development of the Bypass. <br />The United Pentecostal Church is located in the Annexation Area. The church, a related <br />multi - purpose shed, and church parking are located on a four acre parcel that fronts <br />Ireland Road. There is also a residential structure adjacent to the church on a separate lot <br />that is presently used as the pastor's residence. <br />There are three additional single - family housing units, one single - family <br />residential /commercial mixed use structure, and one medical office. <br />A strip of land used by the Indiana Michigan Power Company for their power lines and <br />Ireland Road Station is also located within the Annexation Area. Public right of way on <br />both Ireland and Ironwood Roads is included in the Annexation Area as well. <br />G. Zoning <br />The Annexation Area is zoned primarily "R" Residential with one parcel zoned "O" Office <br />under the St. Joseph County Zoning Ordinance. Upon annexation, the annexed area will <br />automatically be zoned "A" Residential, "A" Height and Area, per the requirements of <br />Chapter 21 of the Municipal Code of the City of South Bend. Upon annexation existing <br />uses shall be classified as either legal uses under the "A" Residential zoning classification, <br />or as legal non - conforming uses under the "A" Residential zoning classification. <br />Upon notification of the annexation, The Area Plan Commission of St. Joseph County may <br />recommend to the South Bend Common Council a zoning classification other than "A" <br />Residential. <br />H. Tax Rate <br />Tax rate information is based upon published tax rates for tax year 1992 payable in 1993. <br />Tax rates may, and generally do, change every year. Depending upon the effective date <br />of the annexation, the rates used here may no longer be applicable. <br />The City of South Bend will be providing fire service upon incorporation of the <br />Annexation Area. Therefore, it is estimated that the Township Rate will decrease by <br />$0.4952 per $100.00 of assessed valuation with the deletion of the Fire Fighting Fund, <br />Cumulative Fund and the Fire Debt Fund. <br />0 <br />
