P �'JEMEAS, the Civil City of South Bend, Indiana, in its 1941 budget failed to appropriate sufficient funds for use of its Department of Public Parks in the purchase of building materials and equipment and the payment of insurance, travelling expense and playground supervisors, during the calendar year of 1941, and WHEREHAS, The Department of Public Parks of the City of South Bend, Indiana, is now without sufficient funds with which to purchase the building materials and to pay for salaries and wages, temporary, and for service personal, regular, during the balance of the calendar year 1941, and ?7HEREAS, an emergency now exists in respect to these matters, NOVI, BE IT ORDAINED, by the Common Council of the City of South Bend, Indiana: Section 1.
