Mr. Eugene Ladewski
President, South Bend Common Council
March 8, 1995
Page Two
The second and third resolutions referenced above propose
and cast the votes of the Common Council of the City of South Bend,
again as a member of the St. Joseph County Income Tax Council, in
favor of the ordinance of the St. Joseph County Income Tax Council,
imposing the County Option Income Tax in St. Joseph County and
increasing the homestead tax credit for homesteads in St. Joseph
County, respectively.
The package presented by these two (2) resolutions
differs from the package previously discussed as it provides for an
increase of an additional eight (8) percent in the homestead credit
over that credit currently provided, as opposed to a gradual
phasing in of the additional homestead credit, thereby providing
more immediate property tax relief to St. Joseph County homeowners.
There is a need in St. Joseph County to imposes the COIT
and EDIT and to provide the corresponding property tax relief. I
respectfully request the Council's consideration of that need and
its favorable action on these three (3) resolutions.
Sincerely,,
J eph E.
