RESOLUTION NO.: Z157_915 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA CONCERNING THE PREPARATION AND PRESENTATION OF THE ANNUAL BUDGET OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend has been developing broad goals and objectives that translate into goals for its various administrative divisions that focus on improving customer service, efficiency and financial stability; and WHEREAS, the Common Council has determined that performance measurements should be established to measure progress toward these divisional and City -wide goals and objectives; and WHEREAS, the Common Council has determined that the annual budget of the City of South Bend should be a work plan and should allocate the City's resources in a manner that reflects clearly these divisional and City -wide goals and objectives and the attainment of such performance measures; and WHEREAS, the Common Council has determined that the 1996 budget presentation should display the programs and services of the City in a user - friendly format. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS: 1. That in addition to a traditional line item budget prepared for submission and presentation to the Common Council and all supporting content and information as required by Indiana law, it is hereby required that the annual budget of the City of South Bend, Indiana that is prepared for submission and presentation to the Common Council be prepared and presented in such a manner as to reflect clearly the various divisional and City -wide goals and objectives and the establishment and attainment of related performance measures. 2.
