SPECIAL MEETING FEBRUARY 27 2015 21 <br />The Board of Public Safety met in the Executive Session on Friday, February 27, 2015 at 8:00 a.m. <br />The meeting was held in the Board Conference Room, Ste. 1308, County City Building, 227 West <br />Jefferson Blvd., South Bend, Indiana forthe purposes specified in I.C. 5- 14- 1.5- 6.1(b)(6)(A). Board <br />Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones were present. Board President <br />Laura Vasquez was absent. Also present was Attorney Tasha Outlaw. Linda Martin, Clerk of the <br />Board was absent. Members did not discuss any subject matter other than the subject matter as <br />specified in the Public Notice. Mart n, Cle k <br />SPECIAL MEETING FEBRUARY 27 2015 <br />The Board of Public Safety met in a Special Meeting at 8:10 a.m. on Friday, February 27, 2015 with <br />Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones present. Board <br />President Laura Vasquez was absent. Also present was Attorney Tasha Outlaw. The meeting was <br />held in the Board Conference Room, Ste. 1308, County City Building, 227 West Jefferson Blvd., <br />South Bend, Indiana. <br />POLICE DEPARTMENT <br />ENTER FINDINGS OF FACT — JACK STILP <br />Mr. Collins stated on February 9, 2015; the Board held a hearing of Disciplinary Charges against <br />Officer Jack Stilp and is now presenting the Findings of Facts. Mr. Collins read the Findings of Fact <br />and stated that the Board finds Cor his actions, Patrolman Stilp receive a letter of discipline to be <br />placed in his personnel record for his violation of the Duty Manual. <br />PRIVILEGE OF THE FLOOR <br />Officer Jack Stilp apologized to the Board for his actions and the tax payers for the money used to <br />pay for this and stated he takes full responsibility for his actions. He stated he is a humble and feeling <br />individual and made the decisions he made on that day because he felt sorry for this woman. He <br />noted it's a loughjob and sometimes mistakes are made. He explained when making decisions on the <br />job you have to look at the intent of the individual and determine if it is to defraud. He explained his <br />intentions were only to protect her. Officer Stilp noted the warrant was vacated, the children didn't <br />miss out on their mother, and the gentleman is still getting child support, so there really is no victim <br />in this except himself and his family. He noted the last thirteen months have been difficult on him <br />and his family not knowing if he would still have ajob with the Police Department. Officer Stilp <br />stated he hopes to have a long career with the City and going forward he stated he will be nothing but <br />
