AGENDA REVIEW SESSION APRIL 9 2015 100 <br />Mr. Gilot advised that this was the date set for the receiving and opening of scaled Proposals for <br />the above referenced project. Mr. Gilot stated the proposals will be reviewed and scored based on a <br />matrix system, by a review team. He explained the Board would read only the names of the <br />companies submitting proposals into the record. The following names and addresses were read <br />from the proposals submitted: <br />VALIDATED CUSTOM SOLUTIONS <br />905 N. Capital Ave, Ste. 200 <br />Indianapolis, IN 46201 <br />Bid was signed by: AJ Wilkerson <br />Contractor's Non - Collusion Affidavit, Non - Debarment Affidavit, Certification Regarding <br />Investment with Iran, Employment Eligibility Verification, Non - Discrimination <br />Commitment for Contractors and Certification of Use of United States Steel Products or <br />Foundry Products was submitted. <br />BALTIMORE AIRCOIL COMPANY <br />C/O SUNDQUIST COMPANY, LLC <br />PO Box 50375 <br />6330 E 75"' St., Ste. 302 <br />Indianapolis, IN 46250 <br />Bid was signed by: John McGlynn <br />Contractor's Non - Collusion Affidavit, Non - Debarment Affidavit, Certification Regarding <br />Investment with Iran, Employment Eligibility Verification, Non - Discrimination <br />Commitment for Contractors and Certification of Use of United States Steel Products or <br />Foundry Products was submitted. <br />Attorney Schmidt stated the Board would need to authorize the Legal and Engineering <br />Departments to negotiate with the vendor most reasonably likely to be awarded the proposal based <br />on the scoring matrix. Upon a motion made by Mr. Gilot, seconded by Mr. Relos and carried, the <br />above proposals were referred to Community Investment and Engineering to review and score the <br />proposals with the University of Notre Dante signing off. <br />Board members discussed the following item(s) from the agenda. <br />- Professional Services Agreement — Neighborhood Resources & Technical Services <br />Corporation <br />Ms. Pam Meyer, Community Investment stated this agreement is funded through a grant and is <br />related to neighborhood leadership. Mr. Gilot questioned if the group had changed their name. Ms. <br />Meyer stated they did but this is the correct legal name. <br />- Award Bids — Tandem Axle Dump Trucks <br />Mr. Jeff Hudak, Central Services, stated the difference in price for these trucks is due to the <br />difference in the beds, and the trade -in value received. He noted they received a lot more for the <br />trade -in on the truck for the Sewer Department. <br />- Commercial Sales Agreement — Tyco Integrated Security <br />Attorney Michael Schmidt stated this agreement for the purchase of security /fire alarm equipment <br />at Central Services is a great business deal and stated Tyco added a cost escalation clause to <br />prevent excessive cost increases in the agreement as requested. <br />- Professional Services Agreement — Keramida <br />Mr. Al Greek, Environmental Services, stated there is a consent decree they are working on with <br />IDEM so they need to be able to track what is going on with this well. He noted it is pretty <br />technical and complicated and nobody has this knowledge at their plant. - <br />- Confidentiality Agreement —Indiana Department of Revenue <br />Mr. Brock Zeeb, Community Investment, stated this agreement is related to the smart streets <br />initiative and is tax related and private information. He noted the Board agrees to not share <br />information being used as it is non - releasable and not a public record. He stated they will probably <br />track at least a five (5) year period and will track tax records either by block or by road. <br />- Professional Services Agreement— 1" Source Bank <br />Ms. Jennifer Hockenhull, Administration and Finance, stated this is a two year agreement. She <br />noted I" Source Bank raised the City's rates by pennies and increased the interest rate the City <br />receives, offsetting the increase in fees. <br />- Professional Services Agreement - Enfocus <br />
