HEALTH & PUBLIC SAFETY APRIL 13, 2015 4:00 P.M. <br />Committee Members Present: Derek Dieter, Dr. Fred Ferlic, Karen White, Valerie Schey <br />Citizen Members Present: Bob Emery <br />Other Council Present: Tim Scott, Henry Davis, Dr. David Varner, Oliver Davis <br />Gavin Ferlic <br />Others Present: Kathy Cekanski - Farrand <br />Agenda: Bill 13 -15 Amend Chapter 20 of South Bend Municipal <br />Code Regarding Mopeds <br />Derek Dieter, Chair of the Health & Public Safety Committee, opened the meeting with just one bill on <br />the agenda for consideration. <br />The bill, 13 -15, would repeal local moped regulations. On July 22, 2013 the Council passed a bill <br />establishing moped regulations and requisite fines for violations. The bill was supported by SBPD Chief <br />Ron Teachman and Division Chief Scott Ruszkowski. In the next session of the General Assembly HEA <br />1343 was passed which established statewide moped regulations. This state law essentially pre - empted <br />local regulations. Bill 13 -15 removes local regulations and fines from the City statutes. <br />Councilmember Tim Scott author of the 2013 bill, made the presentation stating he was happy to see <br />South Bend's initiative adopted statewide. <br />Valerie Schey moved to send the bill favorably to full Council.
