COMMUNITY RELATIONS APRIL 13.2015 5:15 P.M. <br />Committee Members Present: Karen White, Valerie Schey, Gavin Ferlic, Derek Dieter <br />Citizen Members Present: Gavin Seabe, Alfreda Gillespie <br />Other Council Present: Tim Scott, Henry Davis, Dr. Fred Ferlic, Oliver Davis, <br />Dr. David Varner <br />Others Present: Kathy Cekanski - Farrand <br />Agenda: *Bill 15 -22 - Proposed Pokagon Development <br />*Bill 15 -13 - Concerns over Assessment Process for Land <br />*Bill 14 -15 - Amend Chapter 14 South Bend Municipal Code <br />Regarding Initiative on Homelessness <br />Three items were listed on the agenda of the Community relations Committee chaired by Councilman <br />Oliver Davis. <br />Bill 15 -22 was a resolution initiated by Oliver Davis welcoming the Pokagon Indian investment in the 61h <br />district of South Bend. <br />Oliver made the presentation. He said the proposed Pokagon Band's investment on the nearly 166 acres <br />at SR23 and the bypass included plans for housing units, health -care facilities, tribal government <br />facilities and apartments. Also in the discussion stage was a conference facility, a gaming facility and <br />parking garage. The local impact would include the creation of 1,400 construction jobs and 2,000 <br />permanent jobs representing an increase of the St. Joseph County workforce by an estimated 2.9 %. <br />During Council discussion, Valerie Schey, in particular, offered support of the welcoming resolution. <br />Subsequently Valerie Schey moved to send to full Council favorably. Gavin Ferlic seconded and all <br />supported. <br />The second item, bill 15 -13, was inadvertently placed under this Committee. Bill 15 -13 had already been <br />discussed under the Personnel & Finance Committee. <br />The last item, bill 14 -15, regarding a collaborative pilot initiative on homelessness was continued until <br />the next meeting on April 27`h. <br />Karen adjourned the meeting at 5:38 P.M. <br />Respectfully SubmittrC /��G , <br />Karen White, Chairperson <br />Community Relations Committee <br />
