PERSONNEL & FINANCE April 13, 2015 5:00 P.M. <br />Committee Members Present: Karen White, Derek Dieter, Valerie Schey, Dr. Fred Ferlic <br />Citizen Members Present: Valerie Mora -Kraus <br />Other Council Members Present: Tim Scott, Henry Davis, Dr. Fred Ferlic, Oliver Davis, Gavin Ferlic <br />Others Present: Kathy Cekanski - Farrand <br />Agenda: Bill 15 -13 Voicing Concerns over Assessment Process & <br />Values <br />The Personal & Finance Committee chaired by Councilmember Karen White had only one item on the <br />agenda, bill 15 -13. <br />This was a resolution initiated by Councilman Henry Davis expressing concerns about the efficacy of the <br />property assessment process as implemented by the Country Assessor. Henry's more specific concern is <br />the assessed value placed on downtown commercial properties. Henry said these properties were over - <br />assessed, did not correlate to market value, and this creates an impediment to downtown investment. <br />Brief discussion followed touching on the overall assessment guidelines promulgated by the State and <br />how they were implemented. Absent the County Assessor, Rosemary Mandrici, to explain the process it <br />was determined to continue bill 15 -13 until the County Assessor had an opportunity for input. <br />Before adjourning Karen White asked a formal letter asking the Assessor to come to the next meeting be <br />drafted and sent. <br />Karen adjourned the meeting at 5:12 P.M. <br />Respectfully Submitted, <br />Karen White, Chairperson <br />Personnel & Finance Committee <br />
