ZONING & ANNEXATION APRIL 13.2015 3:30 P.M. <br />Committee Members Present: Oliver Davis, Valerie Schey, Henry Davis, Derek Dieter <br />Citizen Members Present: Vacant <br />Other Council Present: Tim Scott, Dr. Fred Ferlic, Dr. David Varner, Karen White, <br />Derek Dieter <br />Others Present: Kathy Cekanski - Farrand, Mark Lyons, Matthew Chappuies <br />Mike Danch <br />Agenda: Bill 06 -15 Rezoning - 3408 Ardmore Trail <br />Bill 15 -17 Special Exception —609 LaSalle St. <br />Zoning & Annexation Committee Chair Oliver Davis called the meeting to order noting two bills up for <br />consideration. <br />The first bill 06 -15, amended to correct the legal description, was a petition to rezone a 9.9 acre parcel <br />having vacant 83,000 sq. ft. retail building on Ardmore Trail for the Career Academy of South Bend Inc. <br />Mike Danch provided a site plan (attached) and briefly described the proposal. <br />The request was more fully outlined by Matthew Chappuies, a planner from the Area Plan Commission <br />(APC) staff. He reported that the APC had forwarded the bill with a unanimous favorable <br />recommendation. Matthew described the plan to convert the vacant building to a school as an asset for <br />the community creating a more aesthetically pleasing site compatible with the nearby library and <br />neighborhood. The Career Academy would serve an estimated 600 students. <br />Following the discussion Valerie Schey made a motion to recommend favorably. Henry Davis seconded <br />and all affirmed. <br />The next bill 15 -17, requested a special exception and variance for a parcel located at 609 LaSalle. <br />The parcel was a former car wash purchased and cleared by St. Joseph Parish to provide off street <br />parking for 69 vehicles. <br />Mark Lyons reported that Board of Zoning Appeals had given the proposal a favorable recommendation. <br />There was no one to make a presentation so the Committee gave no recommendation on motions by <br />Gavin Ferlic and Valerie Schey, supported by all. <br />Oliver Davis adjourned the meeting at 3:44 P.M. <br />
