JOSEPH <br />COUNTY INCOME TAX COUNCIL IMPOSING THE COUNTY OPTION INCOME <br />TAX IN ST. JOSEPH COUNTY (COIT) <br />Dear Mr. Kelly, <br />I am attaching for filing, the above - referenced <br />resolution, voting in favor of a proposed ordinance of the St. <br />Joseph County Income Tax Council, to impose the County Option <br />Income Tax in St. Joseph County, Indiana. <br />As you know, the South Bend Common Council is a member of <br />the St. Joseph County Income Tax (COIT) Council. Last evening, the <br />St. Joseph County Council, also a member of the COIT Council, <br />proposed and voted in favor of the ordinance addressed by the <br />attached resolution. Pursuant to Indiana law, the proposed <br />ordinance has been sent to the City for consideration. <br />The proposed ordinance of the COIT Council imposes the <br />County Option Income Tax in St. Joseph County at a rate of two - <br />tenths of one percent on resident county taxpayers effective July <br />1, 1996 and increasing by one -tenth of one percent each year until <br />the year 2001 when the rate shall thereafter remain at constant <br />rate of six - tenths of one percent. The COLT rate imposed on all <br />nonresident county taxpayers shall be, at all times as required by <br />Indiana law, one - quarter of that imposed on resident county <br />taxpayers. <br />I am also filing a companion bill which to increase the <br />percentage allowed for homesteads in St. Joseph County by an <br />additional eight percent above that provided by the State. <br />County -City Building • South Bend, Indiana 46601 •219/235 -9261 • FAX 219/235 -9892 • TDD 219/235 -5567 <br />
