2. <br />" RESOLUTION NO. ` ` 331 j <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />RECOGNIZING THAT THE MONTH OF APRIL IS NATIONAL CHILD ABUSE PREVENTION MONTH <br />q the Common Council of the City of South Bend, Indiana recognizes that the Children's Bureau, <br />within the U.S. Department of Health and Human Services, funds the National Child Abuse Prevention Month <br />initiative each April, with the first such declaration being made by a Presidential Proclamation in 1983; and <br />the public should be aware that there are many resources which address child abuse prevention <br />which are aimed to protect children from risk of abuse; to strengthen and support families; to help manage stress; <br />to prevent child sexual abuse, to making healthy connections with family members —just to name a few; and <br />ON;mq the Common Council further recognizes that the Administration for Children and Families is a <br />Division of the Department of Health & Human Services which promotes the economic and social well -being of <br />families, children, individuals and communities; and <br />6)(6;� many communities throughout the nation are creating "Pinwheel Gardens" where their <br />communities use the symbol of a pinwheel to show that it is every ones responsibility to ensure that every single <br />child should have the opportunity to grow up in a healthy and safe environment; and <br />fie, there are many public and private agencies diligently working hard to end child abuse with the <br />24 -hour Child Abuse and Neglect Hotline being 1.800.800.5556; and <br />fie, in 2005, the Indiana Department of Child Services (DCS) was created as a "standalone agency <br />charged with administering Indiana's child protection and IV -D child support systems" in the hope of helping to <br />protect "children and strengthen families through services that focus on family support and preservation. <br />Section I. On behalf of all of the residents of the City of South Bend, Indiana, the Common Council formally <br />recognizes that the month of April 2015 is National Child Abuse Prevention Month, which stresses the importance of <br />families and communities working together to prevent child abuse. <br />Section II. The Common Council urges all residents of the City of South Bend, Indiana, to become informed and <br />proactive by participating in public and private programs aimed at ending all forms of child abuse. <br />e III.
