" RESOLUTION NO. ` ` 331 j A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, RECOGNIZING THAT THE MONTH OF APRIL IS NATIONAL CHILD ABUSE PREVENTION MONTH q the Common Council of the City of South Bend, Indiana recognizes that the Children's Bureau, within the U.S. Department of Health and Human Services, funds the National Child Abuse Prevention Month initiative each April, with the first such declaration being made by a Presidential Proclamation in 1983; and the public should be aware that there are many resources which address child abuse prevention which are aimed to protect children from risk of abuse; to strengthen and support families; to help manage stress; to prevent child sexual abuse, to making healthy connections with family members —just to name a few; and ON;mq the Common Council further recognizes that the Administration for Children and Families is a Division of the Department of Health & Human Services which promotes the economic and social well -being of families, children, individuals and communities; and 6)(6;� many communities throughout the nation are creating "Pinwheel Gardens" where their communities use the symbol of a pinwheel to show that it is every ones responsibility to ensure that every single child should have the opportunity to grow up in a healthy and safe environment; and fie, there are many public and private agencies diligently working hard to end child abuse with the 24 -hour Child Abuse and Neglect Hotline being 1.800.800.5556; and fie, in 2005, the Indiana Department of Child Services (DCS) was created as a "standalone agency charged with administering Indiana's child protection and IV -D child support systems" in the hope of helping to protect "children and strengthen families through services that focus on family support and preservation. Section I. On behalf of all of the residents of the City of South Bend, Indiana, the Common Council formally recognizes that the month of April 2015 is National Child Abuse Prevention Month, which stresses the importance of families and communities working together to prevent child abuse. Section II. The Common Council urges all residents of the City of South Bend, Indiana, to become informed and proactive by participating in public and private programs aimed at ending all forms of child abuse. e III.
