Four bills were listed on the agenda. The first three bills, 10 -15, <br />10 -11, and 12 -15 were all combined for purposes of the hearing, in that each was either an <br />appropriation or transfer of already budgeted money. <br />City Controller, John Murphy explained the details of each bill noting they were little more than <br />updating the accounts so that they more accurately reflect current balances. There was some discussion <br />following his presentation. <br />Councilmembers David Varner, Karen White and Henry Davis each questioned past accounting methods <br />used in the Controller's Office to perhaps gloss over the financial condition of the garages. <br />Aaron Perri, Director of DTSB, and Beth Leonard -Inks noted that past practice created a false solvency. <br />However, this Controller was promoting transparency by fully accounting for expenses and revenues. <br />Karen White suggested that the Council which sets parking rates may want to review the current rate <br />schedule. <br />During the public portion, Aaron Perri indicated that revenues from the garage parks had built to a level <br />adequate to funding necessary capital repairs. <br />All three bills ultimately received a favorable recommendation after motions for each by Derek Dieter <br />and Dr. Fred Ferlic which received unanimous support. <br />The final bill 15 -13 which was sponsored by Henry Davis voiced concern over explanation by the County <br />Assessor. To allow adequate time for the Assessor to prepare a report he asked the bill be continued <br />until April 13, 2015. <br />
