LUECKE, MAYOR <br />OFFICE OF THE MAYOR <br />March 5, 1997 <br />Mr. Roland Kelly, President <br />South Bend Common Council <br />4th Floor, County -City Building <br />South Bend, IN 46601 <br />Re: Resolutions Voting in Favor of an Ordinance <br />of the St. Joseph County Income Tax Council <br />Imposing the County Option Income Tax (COIT) <br />Increasing the Percentage Credit Allowed for <br />Homesteads in St. Joseph County, and Increasing <br />the Rate of the County Economic Development <br />Income Tax (CEDIT) <br />Dear President Kelly: <br />I am attaching the above - captioned resolutions. As you know, <br />the St. Joseph County Council, on March 4, 1997, passed proposed <br />ordinances of the St. Joseph County Income Tax Council that would <br />impose the County Option Income Tax, increase the Homestead Credit, <br />and increase the rate of the County Economic Development Income <br />Tax. The passage of this proposed ordinance has been certified and <br />forwarded to the City of South Bend, which is also a member of the <br />County Option Income Tax Council. <br />Over the past few years we have held numerous public and <br />private meetings regarding the financial needs of the citizens of <br />St. Joseph County and the City of South Bend. It is abundantly <br />clear that despite the relatively strong financial position of the <br />City of South Bend that there are still many unmet needs that have <br />been deferred due to lack of adequate funding. <br />I have provided the Council with some suggestions as to uses <br />for the additional funds that the City of South Bend would receive <br />as a result of a favorable vote on all of these resolutions.
