RESOLUTION NO. O` / oc' Ib <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, COMMENDING KEVIN C. HORTON FOR HIS FIVE YEARS OF SERVICE AS <br />CITY CONTROLLER OF THE CITY OF SOUTH BEND, INDIANA <br />'1< btrt4g, the South Bend Common Council acknowledges that Kevin C. Horton has <br />proudly served as City Controller since March 1, 1992; and <br />WT tgg, the Council further acknowledges that since the City is classified as a second <br />class city and the fifth largest city in the State of Indiana, as Controller, Kevin C. Horton is <br />charged with overseeing all of the City's financial activities; and <br />VWtOfg, under his leadership, the Department of Administration and Finance has filed <br />the comprehensive annual financial report which details the fiscal soundness of the City ; and <br />'QQ!bi=", by implementing innovative programs and sound fiscal procedures, the City of <br />South Bend in 1997 is projected to have approximately 102 million dollars in revenue and <br />approximately 94 million dollars in expenses, resulting in a cash reserve of almost eight million <br />dollars; and <br />'O bitteag, perhaps Kevin C. Horton's most profound philosophy during his tenure has <br />been that a City which is fiscally sound and stable is a City which is able to make choices which <br />will ultimately better serve the best interests of its citizens. Thanks to his leadership and abilities, <br />the City of South Bend is in an enviable financial position today. <br />Xd), Z%erWre, Vt Jt 808iU0 by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />Section I On behalf of all the the citizens of the City of South Bend, Indiana, the <br />Common Council hereby publicly commends KEVIN C. HORTON for his five (5) years of <br />dedicated and capable leadership to the citizens of South Bend as City Controller. <br />Section H. The Common Council notes that some of the accolades earned during his <br />years of service include boosting the City's municipal bond rating to the AA level, implementing a <br />performance based budgeting system, and annually having his budget reports being recognized by <br />the Government Finance Officers Association of the United States and Canada for financial <br />excellence in reporting. <br />Section M.
