ORDINANCE 1 0. 31LI BE IT ORDAIN by the Common Council of the City of South Bend, Indiana, that: 1. The City of South Bend be, and the same is hereby, authorized to borrow from the Bureau of Community Facilities of the Federal Works Agency, an instrumentality of the United States Government, the amount of X77,500.00 for use only of paying for the preparation of plans and specifications for the construction of a sewage disposal plant for said City, said borrowing to be made and the use of said funds to be in accordance with the federal laws and regulations of the Federal Torks Agency as may relate to such loans. 2. The 14ayor of the City of South Bend be, and he is hereby, authorized and directed to make and execute such instruments and documents as may from time to time be required by the Federal ; "Torks Agency, or by any other instrumentality of the United States Government in connection with the making of the loan and for any other purposes connected therewith. 3. The City Clerk of the City of South Bend be, and she is hereby, authorized and directed to make such certification concerning the authority of the rayor Aridthe passage of this ordinance as may be required. 4. An emergency exists for the obtaining of these funds by the City of South Bend, Indiana. 5.
