INFORMAL MEETING <br />MARCH 23, 2015 4:54 P.M. <br />Council Present: Tim Scott, Henry Davis, Valerie Schey, Dr. Fred Ferlic, Dr. David Varner, <br />Oliver Davis, Derek Dieter, Gavin Ferlic, Karen White <br />Others Present: Kathy Cekanski - Farrand <br />President Tim Scott followed the usual practice of reviewing the evening agenda. He noted a change of <br />invocators. He indicated the Mayor would provide an update on the State of the City following which <br />Council questions would not be allowed. Tim's decision not to allow questions was challenged by Henry <br />Davis. Henry stated it was the legislative branch of governments' responsibility to monitor and question <br />the policies of the executive branch. He argued it was contrary to the Mayor's claim of transparency. <br />He also questioned the Council President's authority to limit questions. This point received the support <br />of Oliver Davis who asked the Council Attorney for an opinion. Attorney Kathy Cekanski- Farrand said the <br />President's decision could be overridden by a majority of the Council once the motions were properly <br />made and the vote called. <br />Common Council President <br />before adjourning at 5:05 P.M. <br />
