Michigan Street <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from MU Mixed Use District to LB Local Business <br />District to allow for a paint store. <br />Land Uses and Zoning: <br />On site: On site is a vacant building zoned MU Mixed Use District. <br />North: To the north across Stull Street is a office zoned MU Mixed Use District. <br />East: To the east across Michigan Street is a church and fire station zoned MU Mixed <br />Use District. <br />South: To the south is vacant property zoned MU Mixed Use District. <br />West: To the west are two businesses zoned GB General Business District. <br />District uses and development standards: <br />The LB Local Business District is established to provide for small business groupings located <br />outside of the village style mixed use concept and which provide for the full range of convenience <br />uses necessary to meet the daily needs of nearby residential neighborhoods. Permitted uses <br />within the LB Districts are regulated in character to assure harmonious development with the <br />nearby residential districts served and are limited in size and scale to promote pedestrian access. <br />Site plan description: <br />The site is approximately 0.56 acres. There is a proposed 5,825 square foot building, covering <br />24% of the site. Parking and drives will cover 28% of the site. The remaining 48% will consist <br />of open space. Fifteen (15) parking spaces are provided. The site has two access points; one off <br />of Stull Street and one off of Michigan Street. A variance will be required to allow the placement <br />of the trash enclosure in a front yard. <br />Zoning and land use history & trends: <br />The property was previously used as a bridal shop zoned Mixed Use District. <br />Traffic and transportation considerations: <br />Michigan Street has four lanes. Stull Street has two lanes. <br />Utilities: <br />The site will be served by municipal sewer and water. <br />5 Criteria (per IC 36-7-4-603): <br />1.
