also appoint two (2) additional private citizens <br />as representatives. <br />(2) The Chairman of the St. Joseph County <br />Commissioners shall follow the same appointments <br />as previously listed for Mishawaka and South Bend. <br />(3) Membership may be increased in size by the <br />Commission to allow representation by other <br />incorporated towns within St. Joseph County. <br />(c) Consideration shall be given in the selection of any <br />member who has a professional or personal background in the area <br />of civil rights, protective services, or other services for the <br />disabled. <br />(d) Members appointed by the Mayors of Mishawaka, South <br />Bend, or by the Chairman of the St. Joseph County Commissioners <br />may serve for a term of four (4) years. <br />(e) Members appointed as representatives of their respective <br />government units or the South Bend Human rights Commission may <br />serve for a term of two (2) years. <br />(f) Any member of the Commission shall have the right to <br />resign his /her membership at any time by submitting a written <br />letter of resignation to the Chairman of the Commission and to <br />his /her appointing authority. It shall be the duty of the <br />appointing authority or the Commission to appoint a replacement. <br />(g) The Chairman or Co- Chairman may recommend the <br />termination of membership of any member absent from two (2) <br />consecutive meetings. The Chairperson of the Commission shall <br />not consider reasons of employment, illness or personal family <br />matters. <br />(h) Any vacancy in Commission membership shall be filled in <br />the same manner as provided for in this section. <br />3. ORGANIZATION: <br />(a) The Commission shall elect the board position of <br />Chairman, Co- Chairman, and Secretary. Nominations for those <br />positions shall be from any member of the Commission membership. <br />Elected positions shall be voted upon by a quorum of the members <br />of the Commission. <br />(b) The Commission shall hold a minimum of eight (8) monthly <br />meetings annually. The Commission shall have the right to hold <br />any special meetings as deemed necessary. The meetings shall be <br />open to the public. <br />(c) The Commission shall adopt rules and bylaws deemed <br />necessary for the proper conduct of the proceedings. <br />
