US 31 South Annexation Area 6 <br />SECTION III. MUNICIPAL SERVICES <br />A. Public Works <br />Sewer - An existing 30 -inch sanitary sewer is located at the intersection of Ruby and Topaz <br />Streets. This sewer can be extended with a 24 -inch sewer south on Ruby Street to Johnson Road, <br />then east to Main Street, then south to US 31 South, then south to Kem Road. The sewer would <br />be reduced in size to an 18 -inch pipe, which would continue south on US 31 South for <br />approximately 4,000'. This sanitary sewer extension has the capacity to handle the additional load <br />and service the Annexation Area. The cost extend the sewer is $435,000. A seperate sewer <br />extension to service the residential properties around Jackson Road and Main Street will be <br />required. The cost for this extension is estimated at approximately $80,000. <br />Water - There is an existing 12 -inch water line at the intersection of Johnson Road and US 31 <br />South. This 12 -inch water line would be extended west to Main Street, then south to US 31 South, <br />then south to the proposed commercial development. This water line extension has the capacity to <br />service the Annexation Area. The cost to extend the water is $375,592.00. A seperate water <br />extension to service the residential properties around Jackson Road and Main Street will be <br />required. The cost for this extension is estimated at approximately $250,000. <br />Storm Sewer - No storm sewers exist in the area. All storm water is to be retained on site. <br />Street Lights - The estimated cost to install street lights is $50,000 <br />Other Capital Expenditures - An increased capital expenditure to maintain streets is estimated to <br />be at $50,000 <br />Public improvements within the Annexation Area, such as street lights, roads, curbs and sidewalks <br />are to be at the expense of the developers. Improvements will be able to be maintained without <br />additional expense. <br />Extensions of, or taps into sanitary sewer and water lines shall be governed by I.C. 36- 9 -22 -2, I.C. <br />8 -1.5 -3 and 4, and the rules and regulations of the South Bend Water Works and Sewer Utilities. <br />Exact locations and routes of the sewer and water extensions will be determined at the design stage <br />B. Police Department <br />The Annexation Area will be added to Beat 15. The expansion of Beat 15 will extend the Beat <br />approximately 1.5 miles south of the present City limits currently at the St. Joseph Valley Parkway <br />and US 31 interchange. Police coverage can be expected to begin shortly after the effective date of <br />the annexation. <br />The Department notes that the annexation of this area will require police officers to respond to <br />typical residential property crimes such as vandalism and auto larcenies. Commercial areas are <br />generally prone to drive -offs and robberies, although this area has not been subject to a high <br />
