They are aimed at the mutual goals of providing opportunities for residents to participate in environmentally -sound composting activities, while being ever mindful of the duties and responsibilities to keep such activities from becoming a quality of life issue in a residential area. Many publications from the Indiana Department of Environmental Management (IDEM), the U.S. Environmental Protection Agency (EPA), the Purdue University Cooperative Extension Service, and several communities which have enacted such regulations have been reviewed, and are referenced in the Bill's footnotes. Input from Randy Wilkerson, Department of Code Enforcement Interim Director was also very helpful during the preparation of this Bill. We believe that the proposed regulations provide a proper balance which are fair, reasonable, and enforceable. We recommend that this Bill be referred to the Council's Health and Public Safety Committee and the Council's Residential Neighborhoods Committee so that they may hold a joint meeting; with public hearing being held by the Common Council on February 23, 2015.
