REGULAR MEETING JANUARY 21.2015 1 <br />The Board of Pub] is Safety met in the Public Agenda Session at 8:12 a.m. on Wednesday, January <br />21, 2015 in the 13`h Floor Boardroom, County-City Building, 227 West Jefferson Blvd., South Bend, <br />Indiana, with Board President Laura Vasquez and Board Members Eddie Miller, John Collins, <br />Luther Taylor, and Daniel Jones present. Also present was Police Chief Ronald Teachman and Board <br />Legal Counsel Tasha Outlaw. <br />Board members discussed the following agenda items: <br />- Amended Resolution Establishing the 2015 Police Department Holiday Schedule <br />Police Chief Ronald Teachman explained the original resolution setting the holiday schedule had an <br />error in the dates of the Thanksgiving holiday and the day after. This amended resolution corrects <br />that error. <br />- Monthly Statistical Analysis — Police Department <br />Chief Teachman stated Part 1 crimes had been showing a4% reduction, but this month larceny is up <br />3% and larceny alone totals more than all Part 1 crimes combined. Chief Tcachman stated however <br />that due to burglary statistics being down, there is still an overall reduction in the Part 1 crimes. <br />Chief Teachman noted that previously there was a reduction in auto theft, but due to the holidays, the <br />numbers are up again. He explained people are more apt to leave valuables in view in their cars <br />during the holidays, and they often Leave their cars running withthe doors unlocked. Chief Teaehman <br />informed the Board that the Police Department is very pleased with their murder resolution numbers, <br />with fifteen (15) murders out of seventeen (17) being solved this month. He stated community <br />response to shots tired has improved, with a 26% response rate. He noted also evidence collection <br />has increased from less than 7% on average, to now 60% due in part to the Shot Spotter technology. <br />Chief Teachman stated he is particularly pleased with the group violence response with a 160/0 <br />reduction in persons shot versus the prior three (3) years. He noted that since the first cal l -in of May <br />15, there has been a 37% reduction in gun violence. <br />PRIVILEGE OF THE FLOOR <br />Chief Tcachman stated he will have some officers present to address the Board at the regular meeting <br />on a draft policy for a nuisance abate vehicle. He noted they welcome input from the Board. The <br />purpose, he explained, is to provide more police protection in neighborhoods that need it, especially <br />where there is suspected drug trafficking. <br />Chief Teachman stated at the prior Board meeting he presented the Board with a Lethality Process. <br />Since then, he noted, there have been issues raised at training that need to be taken into <br />consideration. He stated he hoped to have the form with eleven (11) questions officers will use at the <br />crime scene to show to the Board. He added they will provide three (3) cell phones for supervisors to <br />use to call support agencies such as the YMCA for protection of victims. Chief Teachman added <br />another issue that has been raised is that often it is difficult to determine who the instigator is at the <br />scene, and who needs the protection. He stated he found a policy that speaks to that, but he needs to <br />get the prosecutors blessing to incorporate the language into the City's policy. <br />ADJOURNMENT <br />There being no further business to come before the Board the meeting adjourned at 8:37 a.m. <br />BOAF,p OF PUBLIC SAFETY <br />Laura A.
