They are aimed at the mutual goals of providing opportunities for residents to <br />participate in environmentally -sound composting activities, while being ever mindful of the duties <br />and responsibilities to keep such activities from becoming a quality of life issue in a residential <br />area. <br />Many publications from the Indiana Department of Environmental Management (IDEM), the U.S. <br />Environmental Protection Agency (EPA), the Purdue University Cooperative Extension Service, <br />and several communities which have enacted such regulations have been reviewed, and are <br />referenced in the Bill's footnotes. Input from Randy Wilkerson, Department of Code Enforcement <br />Interim Director was also very helpful during the preparation of this Bill. We believe that the <br />proposed regulations provide a proper balance which are fair, reasonable, and enforceable. <br />We recommend that this Bill be referred to the Council's Health and Public Safety Committee and <br />the Council's Residential Neighborhoods Committee so that they may hold a joint meeting; with <br />public hearing being held by the Common Council on February 23, 2015.
