INFORMATION & TECHNOLOGY JANUARY 26, 2015 5:35 P.M. <br />Committee Members Present: Gavin Ferlic, Karen White, Dr. David Varner, Valerie Schey (EAB) <br />Other Council Members Present: Tim Scott, Henry Davis, Dr. Fred Ferlic, Oliver Davis (EAB), <br />Derek Dieter <br />Others Present: Kathy Cekanski - Farrand, Erin Blasko, Aladean DeRose, <br />Bob Emery <br />Agenda: Bill 15 -06 Delay the Effective Date of Ordinance 10343 -14 <br />With a quorum Gavin Ferlic, Chair of the Information and Technology Committee took under <br />consideration one item, bill 15 -06. <br />This bill would delay indefinitely the implementation of a bill passed on December 9, 2014 and was <br />slated to go into effect on February 2, 2015. The original bill sought to establish policies for <br />Councilmembers using social media when using city -owned technologies. A majority at the time felt it <br />was appropriate to establish certain standard of decorum for public matters. The ACLU got involved <br />after the passage claiming the bill abridged freedom of speech. Rather than go to court the Council with <br />this bill asks that the social policy be continued indefinitely. <br />Tim Scott, Aladean DeRose the City's Chief Deputy Attorney and Council Attorney Kathy Cekanski- <br />Farrand explained this legal compromise claiming the ACLU was in agreement with the continuance. <br />On a motion to recommend 15 -06 to Council favorably by David Varner, seconded by Karen White and <br />affirmed by all this was favorably sent. <br />Gavin Ferlic Adjourned the meeting at 5:39 P.M. <br />Respectfully Submitted, <br />G� <br />Gavin Ferlic, Chairperson <br />Information & Technology Committee <br />
