2014 Annual Report of the Community Investment Committee
Date: December 30, 2014
To: The South Bend Common Council
The Office of the City Clerk
From: Council Member Gavin Ferlic, Chairperson
Community Investment Committee
Pursuant to § 2 -10 (i) of the South Bend Municipal Code I am filing this report which
briefly highlights some of this year's activities of the Community Investment Committee.
As each of you will recall, the Community and Economic Development Committee is
charged with:
We were fortunate to have two (2) citizen members volunteering to serve on the Committee
namely Patrick Mullin and Austin Cabello. Council Members who served this year
included Henry Davis, Jr., who served as Vice - Chairperson, Valerie Schey, Derek D.
Dieter and myself as Chairperson.
The primary responsibility of the Community this year was to review requests for tax
abatements. With the streamlining of the form used for such requests, it appeared to be
favorably received by those wishing to petition for such consideration.
The Committee also had the opportunity in conjunction with the Personnel and Finance
Committee to interview candidates for possible appointments to the Redevelopment
Commission, the Human Rights Commission and the Diversity Utilization Board.
The Committee received updates on "Smart Streets "; was requested to review a bond issue
for Noble Americas South Bend LLC; and requested to review an Inter -local Agreement
between South Bend and Mishawaka for a brownfield assessment grant. The Committee
also had Scott Ford present a detailed power -point presentation of TIF.
By working with the City Administration, all of these Committee activities helped spur the
creation of new jobs, helped retain current jobs; and provide incentives for overall
community investment in the City of South Bend. Thank you.
Respectfullysubmitted,
Jam)
Council Member Gavin Ferlic, Chairperson
Community Investment Committee
3 Q 01q1
JOtt .
