CAI DWELL FOR HIS MORE THAN
SEVENTEEN (17) YEARS OF DEDICATED AND SELFLESS PUBLIC SERVICE TO
THE CITIZENS OF THE CITY OF SOUTH BEND, INDIANA.
V btrt4ll, the Common Council proudly acknowledges that James R. Caldwell began
his public service career with the Building Department in 1987; and
Vbtrt4g, we are indeed fortunate that then Mayor Joseph E. Kernan had the foresight
to hire James R. Caldwell away from the Building Department, so that Jim could use his
special people skills as the Mayor's Administrative Assistant for Neighborhoods; '
'IlD btV010, over the course of Jim's many years of dedicated and caring public service,
James R. Caldwell has more than earned the title of being City's "Chief Trouble- Shooter
Par Excellence "; and as now Lieutenant Governor Kernan recalled he "...played the
invaluable role of bringing a human side to city government "; and
'Il btrtgO, we will truly miss Jim, but we have a multitude of recollections and fond
memories of seeing him responding to every major police and fire incident in the City over
the years; of always responding with compassion, understanding and respect for persons
in distress or need; of being a friend one could lean on for support at any time of the day or
night; for providing encouragement to a non -flier; for always finding a "straight answer"
when asked difficult and sensitive questions - -- -these are just some of the many examples of
this kind and gentle giant who has left an indelible impact on those he touched.
Ad), Irbtrt£ort, bit it rtsolbtb bV the Common countil of The CUP of
koutb 1Btnb, 10iana, as £ollobw
6900U I: On behalf of all of the residents of the City of South Bend, Indiana, the
South Bend Common Council thanks and commends JAMES R.
