RESOLUTION NO. 2861-00 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, <br />URGING ALL CITIZENS TO BE COUNTED IN THE 2000 CENSUS <br />WHEREAS, the Common Council notes that Article I, Section 2 of the United States <br />Constitution mandates the taking of a census of all persons in all of the states of the Union and its <br />protectorates; and <br />WHEREAS, the taking of the 2000 Census will mark the 21' Decennial Census in the <br />history of our country; and <br />WHEREAS, the City of South Bend, like all other cities, towns, states and the federal <br />government will use the data collected in the 2000 Census to determine not only how services will <br />be provided but the quality of those services based on these census figures; and <br />WHEREAS, twenty (20) years ago in light of our state's census response the State of <br />Indiana lost a voice in Washington, D.C. when the number of Congressional Representatives was <br />cut from eleven (11) to ten (10); and <br />WHEREAS, census data is used to draw district boundaries for our school systems, our City <br />Council districts, our County Council districts, and our State and Congressional districts; and <br />WHEREAS, the citizens of South Bend deserve to be properly represented in decisions <br />which directly affect our schools, our parks, and in each and every decision where tax dollars are <br />used whether they be from local option income taxes, state taxes and federal taxes, but this <br />representation is only as good as the framework in the census numbers which are generated through <br />the completion of census forms sent to each household in South Bend, Indiana. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: <br />SECTION I. The Common Council of the City of South Bend, Indiana, hereby encourages <br />all residents of the City of complete their census forms and be counted in this historic 21st Decennial <br />Census taking place across America. <br />SECTION 11. The Council encourages the decision making teams in all schools, churches, <br />synagogues, businesses, libraries, grocery stores, gas stations, radio channels and television channels <br />to initiate programs to make sure each census form is completed in each of the thirty-eight (38) <br />census tracks in our City by: <br />Daily public announcements urging everyone to complete their census forms. <br />
