Controller of the City of South Bend of the proper amount of fees <br />and compliance with Section 22 hereof, said Controller shall forth <br />with issue such license or licenses for which application has been <br />made and as to which a favorable decision has been received ffom <br />said Board of Public Works and Safety; <br />(k) It shall be the duty of the Chief of Police of <br />the City of South Bend to report in writing to the City Controller <br />concerning the arrest and conviction of any person licensed to <br />operate or drive any taxicab or taxicabs within the City of South <br />Bend, Indiana. In the event any person licensed to operate or <br />drive shall be convicted of any misdemeanor or felony involving <br />moral turpitude or reckless disregard for the life or property of <br />persons in the operation of a motor vehicle, then the Board shall <br />forthwith revoke any license or licenses issued to such person. <br />In the event any person whose license may be revoked desires, <br />and in writing requests,a public hearing the board shall arrange <br />such hearing within thirty (30) days after receiving such request, <br />and shall after such hearing reinstate such license in the event <br />no conviction of the type referred to above was actually had <br />against the licensee; or may in its sole discretion reinstate said <br />license permanently or on reasonable conditions in the event <br />extenuating or mitigating circumstances are shown; <br />(1) The provisions of this section of said ordinance <br />shall not apply to persons, firms or corporations engaged in, or <br />having permits to engage in, a taxicab business at the time of the <br />passage of the within amendment. However, such persons, firms or <br />corporations shall not be permitted to add additional taxicabs to <br />those in number of operation as of the date of the passage hereof <br />without obtaining permission of the Board of Public Works. The <br />Board at all times shall have the right to limit the number of <br />additional taxicabs licensed under this ordinance and in use upon <br />the streets of the City of South Bend. <br />10. <br />
