RECOMMENDATION <br />The bridge meets the criteria in at least three areas: <br />1.) Its embodiment of elements of architectural design, detial, materials, or <br />craftsmanship which represents an architectural characteristics or innovation. <br />2.) Its suitability for preservation. <br />3.) Its identification with the life of a person of historical significance. <br />The bridge fulfills criteria #1 as an excellent example of an Arch Melan Bridge of <br />the finest quality and craftsmanship. The bridge is rated a significant twelve.i <br />The building fulfills criteria #2 by the integrity of its original construction with <br />virtually no changes to the facade in over 55 years. <br />The building fulfills criteria #3 by its association with William S. Moore, a <br />prominent engineer who served as city engineer for both South Bend and <br />Mishawaka and as the state's first highway engineer. Mr. Moore also pursued a <br />longtime private practice that included the original design for the Logan Bridge <br />in 1922. This bridge was redeicated in honor of him by a resolution of the St. <br />Joseph County Council on the 9th of July, 1976. This resolution officially <br />renamed the bridge from the Logan Street Bridge to the Wm. S. Moore, P.E. <br />Memorial Bridge. Other bridges that Mr. Moore was associated with or designed <br />are the current Angela Bridge and the Ash Road Bridge; as well as the Lexington <br />and McNaughton bridges in Elkhart. <br />Staff finds that the building meets the criteria for designation as a Local <br />Landmark and recommends that the Commission send such a recommendation <br />to the Common Council. <br />jet <br />3/10/99 <br />JA[1 2 ° d <br />
