CITY OF SOUTH BEND PETE BUTTIGIEG, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />December 3, 2014 <br />Mr. Oliver Davis <br />President, South Bend Common Council <br />41" Floor, County -City Building <br />South Bend, IN 46601 <br />Re: Ordinance Amendment to South Bend Municipal Code Chapter 20, Article 7, Regarding Snow <br />Removal Practices and Procedures <br />Dear President Davis: <br />The City has continued to assess our snow removal process and procedures to help create a more <br />efficient and effective system. The attached Ordinance amendment adds language to aid in snow <br />removal process. Specifically, the City may require that on even numbered days, parking will be <br />permitted solely on the side of the street with even numbered addresses, and on odd numbered days, <br />parking will be permitted solely on the side of the street with odd numbered addresses. <br />The snow removal policy also clarifies the designation of Winter Weather Emergency, which is only <br />declared by the Mayor, from "snow removal conditions ", which may be declared by the Mayor or Public <br />Works Director. This allows the City to enforce snow removal operations without declaring a Winter <br />Weather Emergency. Finally, this amendment increases the fine from $25 to $100 for violations. <br />Either Dr. Boyles or I will present this ordinance at the Council's Committee meeting and at the public <br />hearing.
