INFORMATION & TECHNOLOGY DECEMBER 8, 2014 4:50 P.M.
Committee Members Present: Tim Scott, Dr. David Varner, Gavin Ferlic, Henry Davis
Citizen Members Present: Michael Lane (AB)
Other Council Present: Valerie Schey (AB), Oliver Davis, Karen White, Dr. Fred Ferlic,
Derek Dieter
Others Present: Jerry Niezgodski, Gary King
Agenda: Bill 62 -14 Decorum Standards
Tim Scott, Chairperson of the Information Technology Committee called the meeting to order with but
one bill 62 -14 on the agenda. All councilmembers were present with exception of Valerie Schey.
The bill would amend Chapter 2 of the code addressing policies and procedures governing city -owned
technologies, Facebook standards, social media and social networking policies and procedures.
Tim Scott made the presentation first acknowledging the bill was co- sponsored by Karen White, Derek
Dieter, Gavin Ferlic and himself. He went on to say the bill was the distillation of "best practices" taken
from a review of polices of at least 75 cities.
Karen White and Gavin Ferlic spoke in support.
David Varner said imposing conduct standards was a catch 22. The Council would be criticized for not
having a policy and for adopting one. Nonetheless he said the bill was a good start.
Henry Davis opposed the bill.
Jerry Niezgodski and Gary King said standards were long overdue.
Finally on motions by Gavin Ferlic and David Varner the bill was sent to Council favorably.
Tim Scott adjourned the meeting at 5:12 P.M.
