RESOLUTION NO. —1 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING AND ADOPTING THE WEST SIDE MAIN STREETS PLAN WHEREAS, the City of South Bend, Indiana, recognizes the need to improve and revitalize Lincoln Way West, Western Avenue, and adjoining west side neighborhoods through strategic planning; and WHEREAS, in 2006, City Plan, the Comprehensive Plan for South Bend, was adopted by the Area Plan Commission of St. Joseph County and the Common Council of the City of South Bend pursuant to the provisions of Indiana Code 36 -7 -4 -500 et. seq. as a statement of policy for the land use development of the jurisdiction; and WHEREAS, Policy LU 1.1 of City Plan is to "pursue the development of area - specific plans with broad community involvement' to provide strategic direction in the future growth and development of that area, and to achieve the City Plan Goal "to encourage sustainable growth that preserves and enhances the character of South Bend and ensures compatibility of land uses in the community"; and WHEREAS, the City of South Bend, together with its Redevelopment Commission and the Urban Enterprise Association of South Bend, has undertaken the responsibility to prepare West Side Main Streets: The Revitalization Plan for Lincoln Way, Western Avenue, and West Side Neighborhoods ( "West Side Main Streets Plan "); and WHEREAS, the West Side Main Streets Plan is a market -based strategic revitalization plan that was created with input from a variety of stakeholders, including Lincoln Way and Western Avenue business and property owners and west side residents; and WHEREAS, the West Side Main Streets Plan contains revitalization strategies, a detailed land use plan for the development of the area, and a strategic implementation matrix, all with public and private sector investment opportunities; and WHEREAS, the Area Plan Commission of St. Joseph County has approved the West Side Main Streets Plan by resolution, has certified it to Common Council of the City of South Bend, and has provided it with a favorable recommendation; and WHEREAS, the Common Council of the City of South Bend, Indiana has the authority to amend a comprehensive plan if it finds the content to be appropriate and in the best interests of the community; and WHEREAS, the West Side Main Streets Plan, which is attached hereto and incorporated herein, contains all the elements necessary to strategically guide development in its specific area and is appropriate and in the best interest of South Bend and its citizens.
