Dieter <br />At Large <br />Gavin Ferlic <br />At Large <br />Members of the Common Council <br />4th Floor County -City Building <br />South Bend, Indiana 466 -1 <br />mmittee <br />Re: Substitute Bill No. 62 -14 <br />Dear Council Members: <br />(574) 235 -9321 <br />Fax (574) 235 -9173 <br />http://www.southbendin.gov <br />In the interest of having the best possible local legislation addressing regulations for <br />members of the Common Council on city -owned technologies, Facebook Standards, and <br />Social Media & Social Networking, we are proposing a few changes which are aimed at <br />improving the Bill currently pending before the Council. <br />In keeping with the discussions which began before the Ipad roll out for the Council last <br />year, the Information and Technology Committee has focused on reviewing best practices <br />in all of these fast - changing areas. The proposed changes are indicated by cross thrus of <br />currently proposed language proposed to be deleted, with new language being underlined. <br />All of you should have the detailed summary of some of the many sources which were <br />reviewed during the preparation of these proposed regulations. The substitute bill <br />addresses each of the concerns raised this week by the Council President's ACLU attorney, <br />and is now more "narrowly tailored ". It also includes a new paragraph which focuses on <br />ongoing training and education. <br />This has and will continue to be a collaborative effort which is in the best interests of the <br />City of South Bend. <br />Karen L.
