REGULAR MEETING OCTOBER 15 2014 70 <br />APPROVE MINUTES OF PREVIOUS MEETINGS <br />Upon a motion by Mr. Jones, seconded by Mr. Taylor and carried, the Board approved the Minutes <br />of the Public Agenda Session, Executive Session, and Regular Meetings of September 17, 2014 and <br />the Special Meetings of October I and October 6, 2014 as presented. <br />FIRE DEPARTMENT <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — SEPTEMBER 2014 <br />Fire Chief Stephen Cox submitted to the Board the monthly report for September 2014 compiled by <br />the Prevention/Inspection Bureau of the Fire Department. Assistant Chief James Lopez made note of <br />the aggressive smoke and carbon monoxide detector push by the Fire Department. Ms. Vasquez <br />stated if there were no objections, the Board would accept the report for filing as presented. <br />A summary is as follows: <br />SEPTEMBER <br />SEPTEMBER <br />2013 <br />1 2014 <br />STRUCTURE FIRES <br />Property Damage -- Buildings & Contents <br />(Estimates) <br />$89,800.00 1 $137,900.00 <br />INSPECTION DIVISION <br />261 Inspections <br />254 Total Inspections <br />(70 Re-Inspections) <br />(70 Re-Inspections) <br />INVESTIGATION DIVISION <br />16 <br />10 <br />Investigations <br />Investigations <br />2 Incendiary <br />6 <br />5 Accidental <br />Arsons <br />0 Natural <br />3 Undetermined <br />POLICE DEPARTMENT <br />APPROVE AND ENTER FINDINGS OF FACT — JOHN HALL <br />President Vasquez stated since she was absent from the Hearing of Charges on October 6, 2014 for <br />Patrolman Hall, she would turn this over to Mr. Miller, Mr. Miller stated the Board found that <br />Detective Sergeant John Hall was in violation of the rules and guilty of neglect of Orders based on <br />I.C. 36- 8- 3- 4(b)(A) and (C). He noted the Chief's recommendation was for an interdepartmental <br />transfer and demotion. Mr. Miller stated the violations do not warrant a demotion and the Board is <br />without the authority to impose an interdepartmental transfer. Therefore, Mr. Miller presented the <br />Findings of Fact regarding the disciplinary hearing stating that the Board finds that Patrolman Hall <br />be suspended from duty without pay for fifteen (15) working days, effective date to be determined by <br />the Chief of Police. Therefore, upon a motion by Mr. Jones, seconded by Mr. Taylor and carried, the <br />Findings of Fact regarding the disciplinary charges were approved as outlined above. <br />APPROVAL OF SPECIAL POLICE COMMISSION — JOSEPH MONTES <br />Police Chief Ronald Teachman recommended that a Special Police Commission for Block by Block <br />be issued on October 15, 2014 until revoked, for the above referred to individual. These <br />Commissions are issued for the on- street patrol parking enforcement personnel and they do not <br />include the carrying of a weapon or the powers of arrest. The aforementioned individual has met the <br />Commission requirements of the South Bend Police Department. Upon a motion made by Mr. <br />Taylor, seconded by Mr. Collins and carried, the Special Police Commission was approved. <br />DISCUSS DRAFT POLICE RETAIL THEFT POLICY <br />Police Chief Teachman stated of Part One crime statistics, larceny is the largest category making up <br />55% to 60% of the entire category. He noted of that category, shoplifting is a large part, taking up a <br />large portion of the officer's time. Chief Teachman stated Captain Scott Hanley and Detective <br />Sergeant Scott Bryant approached him with proposed changes to the Retail Theft Policy in draft form <br />for the Board to consider over the next month. Captain Hanley stated the policy is the result of a <br />month's work to update the existing policy that goes back to the 1990's and is outdated and has <br />fallen behind based on research of national policies.
