We have a <br />built environment that embraces our historic heritage while facilitating progressive design <br />and land use, utilizing modern infrastructure. <br />We have a dynamic downtown that is a hub for housing, commerce and government, and a <br />regional destination for culture, arts and entertainment. <br />We have an excellent transportation system that offers alternative modes of transport, <br />provides accessibility throughout the community, values pedestrians, and is integrated locally <br />and regionally. <br />We are proud stewards of the natural environment, preserving the St. Joseph River as a <br />valuable resource and cherishing our parks and plentiful green spaces. <br />Section II. It is in the best interest of the City of South Bend to adopt the City Plan <br />Guiding Principles. The City Plan Guiding Principles were developed by the Civic Alliance in <br />conjunction with City Plan staff and are the basic rules or truths that are paramount to guiding <br />the success of the plan. They define the nature and scope of City Plan. The City Plan Guiding <br />Principles are as follows: <br />CITY PLAN GUIDING PRINCIPLES <br />Collaborative <br />City Plan should adopt an open and collaborative approach to decision - making, respecting <br />cultural diversity and encouraging widespread and informed public participation, and <br />partnerships involving all sectors of the community. <br />Strategic <br />City Plan should be strategic in nature and establish priorities to maximize available resources <br />to address community assets and needs. <br />Context <br />City Plan should recognize and address the city's context and role within the region. It must <br />acknowledge the comprehensive plans of neighboring communities. <br />Sustainability <br />
