RESOLUTION 33\1 — O q <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />COMMENDING THE 2004 SOUTH BEND POLICE DEPARTMENT <br />SWAT MEMBERS FOR WINNING THE 2004 SWAT SKILLS COMPETITION <br />'fie4ea6, the Common Council of the City of South Bend, Indiana, notes that on September <br />23, 2004, eleven (11) teams representing the Elkhart Police Department, the South Bend Police <br />Department, the St. Joseph County Sheriffs Department, the Indiana State Police, the Elkhart County <br />SWAT Division and the Goshen Police Department met in Elkhart to participate in a SWAT Skills <br />Competition; and <br />091&w,am, the SWAT Skills Competition included: agility course testing; endurance, strength <br />and balance; handgun skills with shooting taking place from seven yards; long gun skills with shooting <br />taking place from 142 yards, sub -gun skills; precision marksman skills; room clearing, and working <br />in a chemical environment with masks; and <br />firnraa, the average time of all teams was 32:02, with the South Bend Police Department <br />SWAT Team having the winning time of 25:22; and <br />i1X&,,ww, the Common Council is proud to recognize each member of the South Bend Police <br />Department SWAT Team, namely: <br />Sergeant Douglas Bagarus <br />Sergeant Robert Culp <br />Lieutenant Scott Hanley <br />Corporal Christopher Houser <br />Corporal Jason Katowich <br />Corporal Timothy Lancaster <br />Lieutenant Marc Mersich <br />Corporal Bryan Miller <br />Sergeant Scott Ruszkowski <br />Lieutenant Keith Schweizer <br />Corporal Scott Sevems <br />Corporal Daniel Skibins <br />Sergeant Stephan Smith <br />Sergeant Steven Spadafora <br />Sergeant Frank Steiger <br />Lieutenant Jeffery Walters <br />Sergeant William Wells <br />94o"&, C%exg6" / ttxeuo %d, by the Common Council of the City of South Bend, Indiana, <br />as follows: <br />Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common <br />Council hereby publicly commends and congratulates all of the members of the 2004 South Bend <br />Police Department SWAT Team for winning this year's SWAT Skills Competition which was held in <br />Elkhart, Indiana. <br />Section II. The Common Council acknowledges the South Bend Police Department SWAT <br />Team's hard -work, discipline, dedication, and skills which have brought the highest of honors to <br />themselves and to their family and friends; and is a meritorious accomplishment for the South Bend <br />Police Department and all of the residents of the City of South Bend, Indiana. <br />Section III .
