South Bend Central Development Area <br /> (1) Proposal for professional services (State Theatre façade terra cotta repair) <br /> I Mr. Relos noted that staff solicited a proposal from Ziolkowski Construction Masonry <br /> Restoration to perform terra cotta repair of the facade of the State Theatre(State). There are <br /> two damaged areas, one on the southwest corner of the building and the other above a <br /> second story window. Ziolkowski has done similar repairs to terra cotta on the nearby <br /> American Trust Place's south facade, among others. The State was at one time owned by <br /> the Commission, and when sold in 1993, a facade easement was retained on the Michigan <br /> St. Frontage to protect this iconic building. This easement states the Commission agrees to <br /> maintain the west exterior facade (Michigan St.) The repair will stabilize the terra cotta with <br /> 4 an epoxy adhesive to secure the fractured corner piece and a patching material will be <br /> applied to infill other missing pieces. The fee for these services is $1,621. Staff requests <br /> approval. <br /> Mr. Inks asked if our agreement with the owner of the State Theatre required us to make <br /> repairs to the facade, or just gave us the right to do so. Mr. Relos responded that we agreed <br /> I to maintain it. <br /> Upon a motion by Ms. Schey, seconded by Mr. Downes and unanimously carried, the <br /> CCommission accepted the proposal from Ziolkowski Construction Masonry Restoration for <br /> the scope of services and fee proposed. <br /> (2) Purchase Agreement with Strataby's LLC (112 S. St. Louis St) <br /> Mr. Relos noted that 112 S. St. Louis St. was transferred to the Commission by the Board of <br /> Public Works in 2005. A dilapidated house on the property was demolished. The lot is only <br /> I 33 ft wide and, therefore, unbuildable. The property was taken through the disposition <br /> I process in the fall of 2013 with an offering price of$4,200. No bids were received. <br /> Strataby's LLC, an abutting property owner(Barnaby's), has offered $1,400, the minimum <br /> 1 appraised value. Staff recommends selling the property to Strataby's since it will place the <br /> I property back on the tax rolls and may assist in a future expansion of Bamaby's. <br /> Upon a motion by Ms. Schey, seconded by Mr. Downes and unanimously carried, the <br /> Commission approved the Purchase Agreement for 112 S. St. Louis St. to Strataby's LLC <br /> for$1,400. <br /> I <br /> (3) Exclusivity Agreement with Ivy Tech Community College (College Football Hall of <br /> Fame) <br /> 1 Mr. Ford noted that we have a proposed agreement between the Commission and Ivy Tech <br /> l Community College for the former College Football Hall of Fame. <br /> C <br /> 3 <br /> 1 7 <br />
